Approve and authorize the Chairman to execute an Intergovernmental Services Agreement (IGA) between the Maricopa County Air Quality Department (MCAQD) and the Deer Valley Unified School District #97 for MCAQD to provide up to $288,421 in federal DERA sub-award funding to Deer Valley Unified School District #97 for the replacement of seven diesel-powered school buses. This Agreement will provide up to $288,421 in funds to support the State Clean Diesel Program and benefit air quality by replacing one 1997, three 1999, and three 2000 model year diesel school buses with seven new 2019 ultra-low sulfur diesel buses. Matching funds of 75% will be provided by Deer Valley Unified School District #97.
Approve the appointment of Jay Ruffner Jr. to the State Board of Equalization as nominated by Supervisorial District 3. The term of appointment will be effective June 27, 2018 through December 31, 2020. The mission of the Board is to provide a fair and impartial venue for property owners, county assessors and the Department of Revenue to challenge the valuation and classification of real and personal property that is subject to taxation.

Pursuant to A.R.S. § 11-424.01(A) ”fix the salaries for the Constables in 16 precincts including North Valley at $48, 294 and $67,000 commencing a four year term on January 1, 2019. The North Valley Precincts for Constables and Justice of Peace covers Anthem and Desert Hill - see map at https://recorder.maricopa.gov/reviewer/default.htm?DistrictType=J&DistrictCode=011). Constables upon their first election will receive salaries of $48,294. Constables upon their re-election will receive salaries of $67,000. These precincts set for salary adjustments have more the 16,000 registered voters. The remaining 9 Constable Precincts are not up for re-election and do not meet the criteria for salary adjustments. One of the 9 is the Desert Ridge precinct that covers New River.
County received $408,697.86 of National Forest Fees for FY 2017-18/FY 2017.
Note: Under federal law, local governments (usually counties) are compensated through various programs for reductions to their property tax bases due to the presence of most federally owned land.
Donations and Parks Souvenir Fund have been increasing and therefore provided funding otherwise not available at no cost to taxpayers.
Approve the reappointments of Board of Supervisors (BOS) District 3 representatives to the Community Development Advisory Committee (CDAC) to serve one-year terms, commencing on July 1, 2018 through June 30, 2019.

Change to the District 3 representative for the Parks and Recreation Advisory Commission. Anne Lynch has resigned. The BOS appointed Eric Mears effective June 13, 2018 through December 31, 2018. The Commission acts in an advisory role to the Board of Supervisors on matters pertaining to parks and recreation.

The onsite septic system designs will be submitted to MCESD for approval. Wastewater discharge will consist of typical sewage only, and will not include any motor oil, gasoline, paint, varnish, solvent, pesticide, fertilizer, or other material not generally associated with toilet flushing, food preparation, laundry, or personal hygiene
The owner will abandon the septic systems and connect to a public sewer system when one is available, and participate in a fair share of the public sewer system funding.

State Transportation Board approves 2019-2023 Five-Year Construction Program
Program includes Interstate 17: Anthem to the Sunset Point Rest Area: This project allows for the design and widening of I-17 in areas between Anthem and Sunset Point, with specific areas and projects still under study.
$15 million (ADOT) and $10 million (Maricopa Association of Governments) for design in FY 2019
$168 million for widening in FY 2021 and FY 2022 (this includes $128 million from ADOT and $40 million from MAG)
