Phoenix and possible annexation on Carefree Highway
On about September 13th, some property owners on Carefree Highway between 7st Ave and 16th Street led by Pat Mahoney submitted a request to be annexed by Phoenix. Since then, a couple of property owners have dropped out. The Phoenix department that handles the request has notified the applicant that they need to provide more information before the request can start the formal process. The team has also noted that this area is now guided by the Maricopa County Carefree Highway Study. NR/DHCA will continue to monitor the situation. Not being part of Phoenix, we may not be the first to know when the request has met the requirements for a formal process to start but we will do our best. We will also be talking with Bill Gates in hopes that we can retain the Maricopa County Carefree Highway Study guidelines.

Approve and execute the Arizona State Land Department (ASLD) Right of Way (ROW) for the completion of Maricopa Trail Segments 11, 12, 14, 33 and 35. These were purchased by the County on July 24, 2018. This perpetual ROW is an essential link to the completion of the main loop of the Maricopa Trail. This loop connects the Maricopa County Parks that circle the metropolitan area. The five acquisitions in the NOA are located in northern Peoria, I-10 at Tuthill Road and in Rainbow Valley (Segments 11, 12, 14, 33 and 35). This item is located in Supervisorial District 3, 4 and 5.
Approve the contract for award at an estimate of $1,000,000 over one year until September 30, 2019, with four one-year renewal options. The effective date of the contract will be October 10, 2018. The purpose of the contract is to provide plan review services for construction drawings and civil engineered grading and drainage plans for Planning and Development Department. In addition, the contract provides review services of civil engineering plans for water distribution pipelines, potable water storage and wastewater collection systems for Environmental Services Department. The Flood Department is working the flood mapping for the Desert Lake Wash, Carefree Highway to Cloud Road Floodplain Delineation Study using newer mapping tools and data. Since 2007, they have been analyzing approximately 6860 linear feet of floodplain bounded by the State Land parcel at East Cloud Road to the North, East Carefree Highway to the South, North 3rd Avenue on the West and North 9th Street on the East. The area is mainly R-43 residential with a small portion on C-2 Commercial. Status: Status: They are completing the modeling for the project.
