Approved the reappointment of Anthony Gutowski (our very own Kiwanis New River member and star) to the Community Development Advisory Committee, representing District 3 starting July 1, 2019 through June 30, 2021.
Set a hearing for July 31, 2019 to open and declare the 16th street from Carefree Highway to Cloud into the County Transportation System. This will change the width of the right of way from 40 feet east and west from the center line to 60 feet on the east and 40 feet on the west. Click here to see map. Note: The land to the east is State Trust Land that the county could not include.
Approved the appointment of Precinct Committeemen. For our area, that included Dan Rice for the Republican New River Precinct. There were no other appointments for our precincts.
Received and placed on file the final report of the Elections Work Group presented during a Special Meeting on May 20, 2019. Adopted the recommendations as amended in the attached exhibit bearing the title, “Final List of Recommendations”.
Appointed Scott Jarrett as the Elections Director (Election Day and Emergency Voting), effective July 1, 2019, at a salary of $62.50 per hour.

APPROVED- BA2019019. Applicant: Carolyn Oberholtzer. Location: Shell Station, 3906 W New River Rd. (Parcel 202-12-045) Request: Variance to permit off site advertising sign size of 14 ft x 48 ft and increased height of 66 ft. Status: Maricopa County received much opposition including NR/DHCA. The county staff also recommended denial but also noted:
Many comments submitted by the community did not speak to the statutory test required for variance cases.
Many comments discussed that this request was for a third sign on the subject property. Staff wants to clarify that the current signage on the site are accessory to the use and are allowed as of right. This is a request for an off-site advertising sign and is a request for an additional primary use.
Also, all lighting will have to meet the MCZO lighting requirements if the variance is granted by the BOA.
Proposed relocation and changes to the sign would meet the MC Zoning Ordinance requirements. Specifically, the 80' height is allowed since the site would have a wireless communication antenna.
The applicant shall meet the following requirement for the subject freeway pylon sign: Shall provide at the base, a landscape area extending to a minimum of four (4) feet beyond the perimeter section of the sign structure at its widest point.

NR/DHCA recommended approval April 30. TAC had comments on 05/7/2019 per Eric Smith; comments are not posted. APPROVED Z2019041.Status Reports for the existing Special Use Permit (SUP) to the Shangri La Ranch facility. Status. Approved.
Z2019044 Copper Ridge Equine (CRE) is requesting a Special Use Permit to perform farm animal (equine) surgery in an existing building on APN 211-51-027B at 37506 N 11th Ave Phoenix AZ 85086. CRE currently maintains an agricultural exemption on the property as well as a home occupation permit LU20190009 which allows veterinary services to be performed in the building. Status: CRE held a community meeting 6/29. NR/DHA is reviewing and will submit comments. NR/DHCA encourages all to review the comments in light of the current New River Area Plan and county ordinances.
Z2019058. Merrill Gardens at Anthem requests to modify condition "d" of Z2017130 and/or condition "k" of Z2014082 in order to allow development of 13 independent living cottages. Status: NR/DHCA will follow Anthem’s lead as it is their community.
